As you can see.. this Thread is related to the script changelog starting from "r38":

Script version: r38

-New commands for Admins:
Added a new "/vehmenu" to get a Vehicle menu.
command "/makevip" fixed.
Added a new "/newbie" Tags system which can be done from "/(un)setntag"
Admins now have Rank names.
Only 4 Admins can have a single name "David, Luke, Jan, Nathan"

-Re-scripted the Helper system:
Helpers now have ranks, every rank has new commands.
Added a new command "/sendnewbie"

-Other things:
Points fixed
[Partly] The "_" has been replace by a space in the player names.. script may have some bugs.
Some new 3D Texts around Los Santos
New Objects, Pickups and 3DTextLabels streamer to avoid server Lag or w/e.
Many other bug fixes
