Why am i reporting?: Possibily driving a non-authorized vehicle.

Story: Well, saw some white marks on the map, went to check out , arrived at the National Guard Depot , saw Gros_Rolde driving the Tank, asked him a few questions, as I saw he was a little intimidated. ( Check the chat on the screenshot. ) ( Also did him this question: '' Who give you authorization to drive that vehicle?'' , as you see he didn't knowed the name. )

And also if this was authorized, we can't drive a Tank on the roads, in no case of emergency, completely non-rp.
